Municipal Date Alliance was born out of discussions between an ex-city
administrator and the CEO of 2TurnItOn, Inc, focusing on a growing problem for
most cities, counties, and other private utility providers---that of collecting
the outstanding debt from customers who have moved out of the municipality.
Because we understand the issues faced by municipalities concerning the
tracking, collection, compiling and accessing of sensitive customer information,
in real time, the development of Municipal Data Alliance was a relatively easy
step.
2TurnItOn, Inc has been helping cities and other municipalities for several
years, giving them the ability to let their customers connect utilities,
on-line; and at no charge to the city or the customer. We are experienced in the
handling of personal and sensitive customer information. Security of this
information has been and will remain a top priority for our company as we move
forward with the Municipal Data Alliance.
The operation of the Municipal Data Alliance is relatively simple for the
cities. Each city uploads their delinquent debt into the data base, and agrees
to update their data at least every 30 days. Then each city that receives a
customer request to have water turned on in the new city, can query the data
bank for that customer, to check for delinquent accounts. The customer can be
advised of the delinquent accounts, so that he can clear them before his new
service is connected.
For cities that are 2TurnItOn, Inc customers the inquiry into the Municipal Data
Alliance will be automatically done. When the city Customer Service Rep is
processing utility service orders on the MyCity portal, each application will be
match against existing delinquencies in the Municipal Data Alliance system. If a
match is found, the CSR can provide the information about the outstanding
balance to the customer and request they clear take care of the outstanding
balance before service will be started at the new address.
Both cities benefit from this service: one city gets the opportunity to collect
a delinquent debt; while the other can make appropriate decisions about the new
account.
